Job Description: Latin America Technical Advisor - Latin America & Washington, DC, USA
We are currently seeking an experienced full-time Technical Advisor for the current USAID-funded African & Latin American Resilience to Climate Change (ARCC) Program. ARCC is a global initiative that enables USAID to invest more effectively & consistently in adaptation programming & activities that support economic growth, democratic governance, health, human rights & education. The Technical Advisor will oversee & provide technical guidance on the ongoing development & implementation of ARCC’s Climate Change Vulnerability Assessment Framework.
Manage & oversee vulnerability assessment teams in the design, research & implementation of field activities, & report on results.
Lead & assist in the design of qualitative & quantitative survey instruments, as needed.
Contribute to the design, development & field testing of options analysis tools & methods.
Assist with the design & development of plans for field-based vulnerability assessments, including scopes of work, work plans & timelines.
Develop & mobilize teams of technical experts & short-term technical assistance to conduct national, regional &/or sector-based vulnerability assessments.
Lead &/or participate in field teams to conduct scoping missions & vulnerability assessments at different scales, (national, regional, community) & on various sectors, e.g., agriculture value chains, water, forestry, health, gender, migration, &/or democracy & governance, as identified by USAID.
Manage & ensure timely delivery of research outputs, (e.g., crop models, crop suitability maps, value chain analyses, etc.).
Oversee, review & provide contributions to project deliverables, including policy briefs, fact sheets, summary reports & vulnerability assessment reports.
Ph.D. in climate science, agriculture or a related field preferred. M.S. with additional years of field experience accepted
5+ years of field work experience related to the management of vulnerability assessments
5+ years of experience working on interdisciplinary teams
Demonstrated research skills conducting formal surveys & PRAs, & performing analysis
Technical competence in climate change, vulnerability/risk assessment, agricultural/food security, livelihoods, gender, pastoralism, NRM, fisheries, coastal development, or related sectors
Demonstrated experience in Latin America & the Caribbean
Demonstrated experience in collaborating across sectors & working on multidisciplinary teams
Fluency in written & spoken English & Spanish required.
