Position: Economic Diversification and Private Sector Development Programmes Evaluator - Key Expert (Junior and Senior)

Project Duration: End of May 2013 to early June 2013
Assignment Duration: 32 m/d (senior), 28m/d (junior)
Background:
The global objective of the evaluation is to assess the impact of the various EU funded economic diversification and private sector development programmes (including agri-business and youth entrepreneurship) implemented in the Windward Islands since 1999.
Job Description: :
Make an overall assessment regarding the past performance of the interventions, particularly their actual impact against the original objectives, and their sustainability (operationalization and maintenance);
Identify key lessons and practical recommendations for the programming, design and formulation of future economic diversification and private sector development actions, particularly in St. Lucia (in support of transformation to a green economy).
Candidate’s profile:
Master’s degree or equivalent in Economics, International Trade, Business or other relevant field.
Senior Position: Minimum ten (10) years experience/Junior Position: Minimum five (5) years experience in Private Sector Development (particularly SMEs) and/or International Trade Development (particularly exports).
Knowledge of trade, investment and competitiveness issues in the Caribbean or other Small Island Developing States would be an asset.
Experience in Sustainable Consumption and Production or in the Green Economy is highly desired.
Must possess a high level of fluency in English (spoken and written).
