Job Description:

The National Democratic Institute for International Affairs (NDI) seeks a women’s political participation specialist to support the implementation of a program aimed at strengthening the capacity of women to serve as effective parliamentarians. To this end, NDI provides technical assistance to women parliamentarians on issues such as constituency relations, coalition building, policy development, and leadership. NDI also works with women’s organizations and other partners to increase the level of participation of women in elections, as candidates, campaign workers, and voters.

A well-qualified candidate will have experience with women’s political participation programming, demonstrated experience in elections, campaigns, and/or governance, and the ability to lead consultations and trainings as well as organize workshops and consultations with external trainers. The Resident Women’s Political Participation Specialist will report to NDI’s Resident Director. This role will be hired at a grade commensurate with the successful candidate’s experience level, which may range from Senior Officer to Director. The position will be based in Amman and will require extensive travel throughout Jordan.
Required Skills:

Design and implement program activities to strengthen women parliamentarians as they engage with their communities
Design and implement program activities to increase the participation of Jordanian women in the national elections as candidates and voters
Support women’s organizations as they work to support women candidates and women in elected offices
Develop program concepts and guide strategic discussions on program implementation
Draft and submit program reports that describe program activities, as well as monitor and measure program results and political developments
Develop and maintain relationships with key partners in Jordan
Represent NDI at local conferences and meetings with international donors
Develop monitoring and evaluation tools and draft reports to measure and evaluated the impact of program activities
Manage the budget of assigned program activities

Required Experience:

Bachelors degree, preferably in Political Science, International Relations or related subject; graduate degree preferred
Minimum of six (6) years of experience working to increase women’s political participation
Experience working with women’s political participation, elections and/or governance programs
Proven ability to effectively design, organize and facilitate workshops, and to communicate experiences and transfer skills to others as a trainer and advisor
Exceptional analytical skills for interpreting complex program and political issues, and demonstrated ability to apply sophisticated political analysis to programmatic activities
Flexibility to adjust programmatic activities based on changing political circumstances and in response to needs articulated by local partners and program stakeholders
Experience planning events, including conferences, seminars and workshops
Excellent interpersonal and networking skills, as well as the ability to establish and maintain professional political relationships
English language fluency required; Arabic language ability desirable
Superior writing and editing skills
Experience in financial management and reporting
Excellent staff and office management skills
Knowledge of program evaluation techniques
Working knowledge of PC-based word processing and spreadsheets (Microsoft Suite), e-mail and internet technology
Experience living and working internationally, preferably in the developing world
