The Inter-Agency Standing Committee (IASC) Sub-Working Group on Gender and Humanitarian Action and the Norwegian Refugee Council (NRC) jointly manage the Gender Standby Capacity Project (GenCap). GenCap is a roster of experts who are deployed for periods of 6 months or more to support humanitarian actors in establishing mechanisms and building capacity to ensure that humanitarian services are in place to meet the needs of women, girls, boys and men equally. Deployments vary in their focus from gender mainstreaming to supporting a coherent, comprehensive and coordinated approach to GBV.
The IASC Gender Handbook in Humanitarian Action and the IASC Guidelines for Gender-Based Violence Interventions in Humanitarian Settings are the main tools to facilitate the work of the gender and GBV advisers.
Although not regarded as official UN staff members, GenCap Gender and GBV Advisers perform their duties under the authority and in full compliance with the UN agencies to which they are seconded. During deployment the Advisers will be regarded as Experts on Mission or “Type II Gratis Personnel.” The Norwegian Refugee Council (NRC) contractually administers the Gender and GBV Advisors, who remain employees of the NRC, while deployed to the UN.
