Background: Internews® Network is an international media development organization based in Arcata, CA and Washington, DC whose mission is to empower local media worldwide to give people the news and information they need, the ability to connect, and the means to make their voices heard.
General Function: The Financial and Administration Manager (FAM) is responsible for maintaining financial and administration control of the Media Sector Development Program (MSDP) in DRC. The objective of the program is to improve the capacity of Congolese media outlets to provide reliable, objective news and information that contribute to stronger civic participation. The program is based in Kinshasa with antennas in the provinces of Maniema, Bandundu, Katanga and South Kivu.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Participate as a member of the Country Management Team
Set up, maintain, and monitor internal Financial, Operational and Compliance controls for the MSDP
Provide support, training and advice to staff as required
Assist the Chief of Party in all matters
Oversee compliance with all relevant standards and associated reporting across all project locations, this includes ensuring conformity with relevant donor requirements, Internews internal regulations and development of good practice standards, including grant and sub-grant reporting.
Report to the Chief of Party, and work closely with the regional business manager in DC, the Internews regional accountant in Nairobi and international headquarters staff in the United States.
Finance and Administration
Primary responsibility for timeliness and accuracy of financial statements and associated routine and ad hoc decision support analysis and reporting, including forecasts and projections, contract/vendor analyses, and use of human and other resources.
Set up, maintain and monitor internal Financial, Accounting, Operations and Compliance controls and processes/procedures for the project (and potentially other ancillary projects beyond MSDP), including grant and sub-grant reporting, in compliance for Internews headquarters , USAID and project-specific guidelines.
Supervises staff of approximately 7, including Accountant and Logistician.
Prepare monthly and other financial reports using Excel, using the application “QuickBooks” as well as output from Internews Corporate ERP systems.
Oversee and ensure that all purchases are done in compliance with Internews, USAID and other funder guidelines.
Ensure all purchase and associated expense data is properly submitted, and that all expenses are reasonable and allocable, and conform to Internews Accounting principles and guidelines.
Ensure that proper financial procedures and systems are operated and maintained.
Co-ordinate and maintain a cash forecasting system to ensure adequate funds are available to meet program requirements .
Prepare budgets, amendments and forecasts working with the Chief of Party and Regional Business Manager.
Oversee all contractual commitments and ensure conformity with Congolese law, Internews and USAID regulations, including tax and other local/national jurisdiction requirements (e.g. VAT, etc.)
Manage bank accounts, local transfers and payments, to suppliers/staff through the bank account.
Grants management
Maintains control of grants, contracts, and sub-agreements and associated compliance and reporting as required by Internews headquarters.
Provides aid to collaborating NGO's and other intermediary organizations, on budgets, financial implications, and reporting requirements to ensure conformity.
Monitors, and evaluates funded projects.
Ensures compliance to Internews and USG Rules and Regulations by all subgrantee organizations.
Human Resources
Prepare all local staff and consultancy contracts in accordance with Congolese law and Internews regulations.
Ensure compliance with local regulations in respect of financial and other matters (eg Registration, FX, taxation, severance, labor laws).
Establish and enforce Internews Personnel Manual, Code of conduct, and other official Internews guidelines
Follow up on Expatriate staff holidays, R&R, budget coding
Organize the appraisal of administration and finance staff under supervision
Logistics/Office management
Provide supervision and direction to logistician and office support personnel in Kinshasa and the four provinces.
Supervise procurement and logistics support for operations.
Supervise the vehicle fleet, including dispatch planning and management of drivers carried out by the logistician
Track, monitor and report travel as required by USAID for all dimensions of the project.

Qualification:
French language fluency required
English language skills required
International project, finance, and contract management experience required, ideally in media development and in developing countries
Extensive experience of working in challenging environments including conflict zones, specifically, experience living and working in African conflict zones.
Practical knowledge of funders rules (USAID, EC, DFID…) rules and regulations as they relate to financial management
Ability to handle multiple tasks efficiently and to work with a diverse staff.
Strong analytical skills.
Experience in skills – building and training of other staff.
Computer literatacy: advanced Excel, Word, Outlook, Internet, databases and Accounting applications; QuickBooks a plus.
MBA degree and CPA is highly desirable.
