Need: Looking for Web Designer for Global Expats.com Project

I am looking for someone who has the technical skills in web design who can produce an inter-active, content management website. It is somewhat similar in design, but not function to this one. You can visit my website, www.global-expats.com, for what I am looking for.
It's all a long story, but I promise this is not a scam. It easier and cheaper for someone to redo the whole thing for me.
