Breaking Barriers: What it will take to achieve security, justice and peace

A public conference of peacebuilders held in conjunction with the 10th anniversary of the Women PeaceMakers Program at the Joan B. Kroc Institute for Peace & Justice

WHY: The ongoing work of women peacemakers and peacebuilders worldwide is a source of inspiration to many and to each other. However, within their work they still encounter significant, identifiable roadblocks that are impeding their progress to creating secure, just and peaceful societies. As women work to overcome legacies of intolerance and conflict, persistent realities of impunity, corruption, misogyny and political economies based on war and militarism loom over them.

WHO: As the public venue for the 10th anniversary of the Women PeaceMakers Program, this singular working conference will convene nearly 40 Women PeaceMakers from 34 countries with other peacebuilders and human rights defenders to strategize how to overcome both the age-old and newly systematized impediments to peace.

Conference delegates are invited from governments, legal and security sectors, international agencies and nongovernmental organizations — those who are working to confront the dominant political and social barriers to peace with justice.

HOW: Understanding that peace does not come at the end of conflict but with the rise of justice, panel presentations and breakout Working Sessions will engage delegates to formulate strategic recommendations under three primary areas:

Security - political/security priorities; legal rights and infrastructure protections; gender-sensitive policing; moderating extremism
Justice - global justice mechanisms; effective legal frameworks; combatting corruption
Peace - women’s political leadership; economic alternatives to military interests; influencing media; access and engagement of civil society
In Training Sessions, Women PeaceMakers and other experts will work with delegates to identify resources and learn skills to break down identified barriers, facilitating:

Access to Justice – combatting impunity, accessing global courts, documenting human rights violations for prosecution
Access to U.N. Systems – accessing human rights mechanisms and U.N. Special Rapporteurs
Access to Representation – in governance, mediation and negotiation
Access to Media
Combatting Intolerance and Moderating Violent Extremism

OUTCOME: In addition to concrete skills relevant to their areas of work for all conference attendees, an outcome document with recommendations to expose and confront the barriers to peace with justice will be shared in multiple venues, including U.N. and national government agencies, local and international civil society organizations and media. A timeline will be set to submit recommendations on key issues at global fora occurring over the subsequent year.
