LA PAIX ET LA SECURITE DANS LES MILIEUX RURAUX DE LA RDC

La paix est l’absence total de guerre ,de conflit tribal, armé et frontalier. Elle est l’état de bien être, de stabilité physique, mental ou psychologique, économique, politique et social dans lequel se trouve une population d’une région quelconque. La présence des conflits est à la base de l’insécurité alors que l’insécurité amène l’absence de la paix et une fois la paix exclue il n’y a aucun respect des droits humains.

Peut on dire qu’il y a la paix dans les milieux ruraux du sud kivu ?(kaniola,ninja,kabare,kalonge,Tubimbi,Burale,Burinyi,Walungu,Bunyakiri,Fizi,Hombo,Sake, Kibumba ,Minova,Rutshuru,Beni,Mushinga,…)
Qu’est ce qui peut être la base du manque de paix et de sécurité dans ces différentes contrées ainsi que les conséquences ?

Il est à signaler que l’insécurité fut d’ampleur dans ces régions et jusqu’à présent nous ne pouvons pas dire qu’il y a la paix et cela à cause des conflits armés qui veulent contrôler les sites miniers donc la convoitise des richesses du sous sol.
Mais aussi la présence des INTERAHAMWE venus du Rwanda lors du génocide et qui se sont installés dans les forets de l’est de la RDC ont longtemps causé des atrocités inhumaines à la population rurale.(Violences sexuelles, tueries par coup de machette , …..)et qui jusqu’à présent ont calmés.
Ne nous limitons pas seulement au niveau de la guerre comme manque de paix prenons aussi l’aspect de la santé, de l’habitat et du travail car pour dire qu’on a la paix il faut l’être vraiment sur tout les points de vue de la vie.
Il est déplorable de signaler que jusqu’à présent dans certains milieux ruraux il y a encore des familles qui vivent dans des huttes en chaumes et plus pire encore avec des animaux comme les poules, les canards, les chèvres et vaches, les moutons,……ce qui est la cause des plusieurs maladies et des parasites provenant de ces bêtes.
Jour pour jour il y a augmentation du taux de mortalité dans ces régions causée par la manque des bonnes installations médicales (hopitaux, centres de santé,….) mais aussi et surtout des personnels soignants de qualité.
Mais aussi le voyage dans ces milieux est quelquefois pénible et mortel car les groupes armés attendent les voyageurs dans le chemin et les dépouillent de leur biens et les tuent même.
Vue que cette population n’a pas eu très tôt accès à l’éducation, pour ce qui est du travail pour la plupart elle est agricultrice et descend en ville pour y vendre des denrées mais à prix médiocres discutés par les citadins ce qui ne leur permet pas de satisfaire leurs besoins. Mais aussi pour avoir ces légumes il leur faut un dure labeur, labourer à la houe toute une journée quoi de plus pénible et les terres sont devenues très moins fertiles d’où la baisse de la production.
Les causes de la manque de paix sont multiples mais nous pouvons citer entre autre:
 Le manque d’information et de formation
 La faim
 Le chômage
 Le tribalisme
 La convoitise des richesses du sous sol
 ……………..
Les conséquences aussi multiples
 Augmentation des veuves et orphelins
 La mort massive d’hommes
 Déplacement des populations d’où l’abandon des champs et de bétail cause de la faim
 Concentration des refugiés dans les camps cause des maladies épidémiques dues à la manque d’eau potable et des bonnes nourritures
 La mal nutrition
 Violences sexuelles destruction des infrastructures
 Abandon de l’école
 Chômage,vols
 Enrôlement des enfants dans les groups armés
 Nos mers et sœurs violées subissent des traumatismes de tout genre

Pour qu’il y ait une paix durable je proposerai:
• Création des hôpitaux et centres de santé avec un personnel soignant de qualité
• Aide matériel pour le labeur et d’engrais pour la fertilisation du sol et formation des agronomes et vétérinaire de qualité
• Don des vaccins pour homme et bétail
• Création des emplois et écoles au niveau rural
• Fixation des prix des denrées sur le marché pour éviter la pénurie
• Construction des bonnes voies de transport et les engins de transport pour agriculteurs et marchandise
• Conscientisation de la population d’être des bons citoyens
• Mettre à table tous les groupes armés pour discuter de la question de paix et trouver des compromis qui doivent être respecté
• Que tout citoyen soit conscient que le pays ne se construit pas par les armes et que la guerre détruit et ne sauve jamais

L’insécurité a longtemps duré dans nos milieux ruraux et nous en avons déjà marre et aussi il est à savoir que la recherche de la paix ne pas un travail d’un seul groupe d’individu mais de tout un citoyen de ce pays.

Peace and Security in the rural regions of DRC

Peace is the total absence of war, tribal, and armed border conflict. It is a state of well-being with physical stability, and with a mental or psychological, economical, political, and social environment, which can characterize a population from any region. The presence of conflict is at the root of insecurity while insecurity leads to the absence of peace, and when there is no peace, there is no respect for human rights.

Can we say that there is peace in the rural areas of South Kivu?
(kaniola, ninja, kabare, kalonge, Tubimbi, Burale, Burinyi, Walungu, Bunyakiri, Fizi, Hombo, Sake, Kibumba, Minova, Rutshuru, Beni, Mushinga…)
What is at the root for lack of peace and security in these various regions, as well as the consequences?

It should be noted that there is a large scale of insecurity in these areas, and so far we cannot say there is peace, and this causes conflict between armies who want to control the mines, hence their greed for the wealth underground.

However, there is also the presence of the INTERAHAMWE who came from Rwanda during the genocide. They settled in the forests in eastern DRC, who for a long time, have caused inhumane atrocities to the rural population (Sexual violence, massacres from gun shootings,….) and until now, they have slowed down.
We do not limit ourselves in considering that lack of peace only reaches to the level of war, but we also consider aspects such as health, the habitat, and work, because to say that we have peace, there truly must be peace, especially in all aspects of life.
It is deplorable to point out, that up to now, in certain rural regions, there are still families who live in huts and thatches, and it is even worse with animals like chickens, birds, goats and cows, and sheep,….the cause of several diseases and parasites come from these beasts.
Day to day, there is an increase in mortality rates in these regions caused by the lack of good medical establishments (hospitals, health centers,…), but also, and in particular, there is a lack of quality caregivers.
Also the trip into these areas is sometimes difficult and fatal because the armed groups wait for the travellers on the road and strip them of their belongings and even kill them.
Because this population did not have early access to an education, in terms of work, for most, it is to become a farmer. A farmer goes to town to sell food at a mediocre price, which is discussed with the people who cannot have their needs satisfied. To obtain vegetables, one needs to undergo tough labor. A laborer hoes the soil all day, which is much more strenuous, and when the terrain becomes less fertile there is a decline in production.
The causes for lack of peace are many, but we can name a few:
• The lack of information and training
• Hunger
• Unemployment
• Tribalism
• Greed for the wealth found underground
• …………………
The consequences are just as many
• The increase of widows and orphans
• The massive number of dead men
• The displacement of populations due to hunger in which they abandon their fields and livestock
• The concentration of refugees inside the camps which causes epidemic diseases that are produced from lack of drinkable water and good nourishment
• Malnutrition
• Sexual violence
• Destruction done on infrastructure
• Dropping out of school
• Unemployment, robbery
• Enrolling children in armed groups
• Our raped mothers and sisters suffer from all types of trauma

So that there is lasting peace, I propose:
• The establishment of hospitals and health centers with quality staff
• Material aid for laborers and fertilizer for soil fertilization and quality training for agronomists and vets
• Give vaccines for men and for the livestock
• Create jobs and schools for the rural people
• Fix prices for products on the market to avoid shortages
• Construct good roads for transportation and provide transportation vehicles for farmers and provide merchandise
• Spread awareness among the population on being good citizens
• Gather all armed groups to discuss the question of peace, and find a compromise that should be respected
• That every citizen be conscious that this country is not established for carrying weapons and that war destroys and never saves.

Insecurity has existed for a long time in our rural regions, and we are already fed up. Also, I have to point out that the pursuit of peace is not the responsibility of one group of individuals, but that of all citizens of this country.

Merci beaucoup ma chère pour votre renseignement sur le manque de la paix et la sécurité dans les milieux ruraux, et je penses que le tribalisme à aussi un monopole sur cette dernière et la guerre du pays et ses voisins, si une fois on parvient à changer et muter les autorités de ce pays, les dirigeants de certains entreprises, Institutions etc, c'est à dire les faire quitté leurs territoire d'origine, et leur pays d'origine, peut être un jour la RDC en général et le milieux ruraux en particulier jouiront de la paix et la sécurité que nous réclamons aujourd'hui.
