PLACE DE LA GESTION BUDGETAIRE DANS UNE ORGANISATION

Depuis longtemps l’histoire de beaucoup de pays est riche d’événements ayant pour origine financières, étant donné que la vie de tout le monde est constamment marquée par des opérations financières.
Ceci étant, toutes les organisations humanitaires à tous les niveaux doivent s’assurer d’une bonne gestion économique entant que constituantes intrinsèques vitale de toutes les organisations de base de la société en dépit de son activité, sa taille ou son objectif.
Parmi les différents outils de gestion qui sont susceptibles d’être utilisés pour faciliter et améliorer la prise des décisions rationnelles, la gestion budgétaire occupe une place de taille. Le budget permet à l’institution qui l’a établi d’avoir une vue d’ensemble sur la provenance de ses ressources et sur la façon dont elle doit procéder pour leur allocation.
Le budget est à la fois un tableau général des prévisions de recettes et des dépenses pour une période déterminée qu’on appelle exercice. La maitrise du budget est un engé de pouvoir et il est fréquent que le changement en majorité s’accompagne d’un changement de programme politique dont le premier acte est une décision financière. D’où les Etats modernes adoptent la phase financière et comptable pour se sécuriser en consacrant une grande attention à la gestion budgétaire.
Le budget est donc un instrument d’optique le plus mérité en l’espace, il est l’instrument de gestion économique exprimant les objectifs et choix de l’entreprise, résultat conjointement d’une analyse économique et d’une décision politique, il est un acte par lequel sont prévues et autorisées à l’avance et périodiquement les recettes et les dépenses dans les organisations.
Quant à nous, nous trouvons que le grand facteur du sous- développement Africain serait la malversation financière lié au non respect du budget .Notre constat est que la plus part de pays ou bien des organisations africaines travaille sans notion du budget et d’autres ne respectent pas leur budget.
Les cas de détournement des fonds ne sont pas punissable ; pourtant il ya déjà une formation d’un cycle budgétaire qui persiste vers le non respect du budget entraina la malversation financière et qui cause la pauvreté de la population sur tout le plan.
Nous, entant que femme du World pulse « maman shujaa », nous souhaiterions le respect du budget en vue d’équilibrer les dépenses et les recettes. Évitons le dépassement des dépenses imprévues qui peuvent nous amenés à une marge déficitaire. A nos camarades femmes dans nos familles, travaillons avec courage en essayant de bien gérer le peu que nous trouvons pour ne pas pénaliser la survie de nos enfants, car dit-on : « on se contente de ce qu’on a ».

THE ROLE OF BUDGET MANAGEMENT WITHIN AN ORGANIZATON

Since long ago, the history of many countries is rich in events of financial origin, since the life of everyone is constantly marked by financial transactions. That being said, all humanitarian organizations at all levels must ensure sound economic management; being a vital and intrinsic constituent of all the basic organizations of a society despite their business, size or purpose. Among the various management tools that may be used to facilitate and improve the process of making rational decisions, budget management plays a big role. The budget allows the institution that established it to have an overview of the origin of its resources and how it should proceed in their allocation.
The budget is both an overview of projected income and expenses for a specific period of time, which we call exercise. The control of the budget is a matter of power, and it is common that a change in majority is accompanied by a shift in political programs, which usually first consists of a financial decision. As such, modern states adopt the financial and accounting phase in order to secure themselves by devoting great attention to budget management.
The budget is therefore a most valuable instrument of perception, it is the instrument of economic management expressing the objectives and choices of the company, it is the result of a joint economic analysis and policy decision, it is an act through which the revenue and expenditure in organizations are periodically planned and authorized in advance.
As for us, we find that the biggest factor of African underdevelopment would be financial misallocation related to non-compliance of the budget. Our observation is that most African countries or organizations work without a notion of the budget, and others don’t respect the budget.
Cases of misuse of funds go unpunished; yet the formation of a budget cycle that continues to breach the budget is already in place and leads to financial embezzlement and the poverty of the population as a whole.
We, being just woman of the World Pulse "maman shujaa," we wish for the respect of the budget in order to balance expenditures and revenues. Let us avoid excessive unexpected expenses that may lead to deficit. To our fellow women in our families, work with courage in trying to manage the little that we find so as not to penalize the survival of our children, as we say: "We are happy with what we have."
