APPROCHE SANTE PUBLIQUE ET SANTE COMMUNAUTAIRE

a) La santé publique : peut se définir comme la synthèse de toutes les activités spécifiques qui a pour but de rétablir, de maintenir et de promouvoir la santé dans une communauté. L’approche de problème de santé publique peut être horizontale ou verticale.
- Sur le plan vertical : elle part d’un problème de santé définir et elle organise des services par l’utilisation des méthodes à mettre en œuvre pour résoudre ce problème. Par exemple, la fréquence élevée des enfants malnutris donne naissance aux différents centres nutritionnels supplémentaires ou thérapeutiques ; l’apparition du Sida dans le monde donne naissance à différentes institutions de lutte contre le Sida.
- Sur le plan horizontal : elle part des méthodes ou services pour répondre aux divers problèmes de santé. Par exemple, les différentes infrastructures sanitaires pour lutter contre les diverses maladies communautaires. Cette approche santé se différencie de l’approche médicale traditionnelle par son aspect collectif et communautaire. Elle a des responsabilité vis-à-vis de la communauté implique des éléments ci-après qui n’existent pas dans l’approche médicale traditionnelle :
- La prévention ;
- Le diagnostique de masse ;
- La continuité des soins curatifs.
b) On parle de la santé communautaire : quand les membres d’une communauté géographique et sociale, conscients de leur appartenance à un même groupe, réfléchissent en commun sur les problèmes de leur santé, expriment leurs besoins prioritaires et participent activement à la mise en place du déroulement et à l’évaluation des activités les plus aptes à répondre à ces priorités. L’approche santé communautaire est la résultante préventive du développement et elle ne peut être seulement des programmes préventifs même bien organisés.

Approaches to Public and Community Health

a) Public Health: Can be defined as the synthesis of all the specific activities which aim to restore, maintain and promote health within a community. An approach to public health problems can be horizontal or vertical.

In a vertical plan: One starts from the definition of the health problem and organizes services using methods to solve that problem. For example, the frequent rise of malnourished infants led to various nutritional centers, supplements and therapies; the beginning of AIDS in the world gave rise to different institutions in the fight against AIDS.

In the horizontal plan: One uses various methods or services to respond to diverse health problems. For example, the different health facilities that fight against various community illnesses. This approach to health is different from the traditional medical approach because of its concern with the collective community. These responsibilities to the community involve various elements that do not exist in the traditional medical approach, including: prevention, mass diagnosis, and the continuance of healing treatments.

b) Speaking of community health: When the members of a geographic and social community, conscious of their membership in the same group, together reflect on the problems of their health, they express their priority needs and actively participate in setting the stage for the course and the evaluation of the activities that are the most apt to respond to their priorities. This approach to community health is the preventative result of their development, and it will not result in the same well-organized prevention programs across the board.
