Efforts by the government at financial deepening (i.e. increase in the holding of financial assets by economic agents relative to GDP ) have registered steady growth in savings over the last thirteen years – the government expects this financial growth to increase from the 7% above to 13.6% by 2014. In addition, the Financial Institutions Act (FIA) is now law and is expected to boost credit to the private sector and support economic growth. Unfortunately, whilst this is true for the urban sector, current coverage of the rural areas by financial institutions is very low with only 4% of the rural community in Uganda with access to a micro-credit institution and only 10.4% of the population in Uganda with a personal savings account . Only 23 districts out of over 80 have commercial banks . This reflects the fact that the formal banking sector can not appropriately serve the unique socio-economic situation of rural Uganda. wonen are most affected by this challenge hence a need for VSLA promotion using REEP program
