How can we make others see and hear like what we heard?

I have been in Cambodia about four months, I can see a lot of improvements whether in a good or bad way. What kind of improvement I have seen? I saw some regulation on traffic. Police wait at least one a week near my home to punish passengers who ride motorbike without wearing safety helmet. The regulation is for the benefit of the citizen to be safe for traveling here and there. But is it a fair regulation? I saw police use violence to citizen (mostly teenagers who don't pay much attention on there safety. Anyhow, police shouldn't do like that because if they keep doing like this, then there is no difference between police and thief or outlaw people. They even charge high price to the people who disobey the law and the money that they get doesn't go to any development project rather than go into their pockets.

Even though some people have eyes and ears, they sometimes cannot see or hear anything. They usually repeat the same mistakes and let the power holders use law to suck ordinary citizens. Between people especially between high and low officer or between power holders and normal citizen, there is not existed compromise without money related. Everything require money to get a solution that one side is more satisfied than other side. They system of corrupt is very strong to change. Any person who doesn't know they rule, he/she will never get to anywhere higher. It also means that she or he puts themselves in danger.

It needs a strong connection between people to bring change to the whole system, but not many people want to be a part of the connection because they don't want to risk their lives. Furthermore, people don't trust each other because anyone can betray anyone else at any time and anywhere. To strengthen trust, they use money because money is given high importance and almost everyone loves money which is really hard for me to fit myself into this like of world. Everyday, I have to live with patient and forgiveness. I don't know how long I can tolerance. We need a fair policy and fair regulation. Equal right between government officers and ordinary citizens.
