Title: Whose Duty Is?

Afghanistan is a country that has already started to develop but we don’t know why it is not developing? Who is responsible?
I think this is not just our government fault it is also Afghans fault that Afghanistan can’t develop. Our government fault is that they don’t employ qualified people and also all our clerks take bribe and also the other problem is here that they don’t use from new generation I mean young people and we should use from them because they have new ideas and new mind .
The faults of people are that they are not united (Afghanistan has a lot of tribe) but they are not united and they are against each other and also Afghans don’t try they want to develop but they are not try to develop and they think that it is only the duty of government and their expect is so high.
